Reassess prepared thermal loads when the carrier does not arrive

During a carrier delay, containers have different wait histories; record identity, product, preparation time, location and readings separately.

At delay onset, list each unit by identity, product group, preparation end, waiting location and readings. Assess an alternate vehicle, verified waiting or reconditioning; refer product concerns for authorized disposition and update the dispatch list.

An absent vehicle changes load conditions and dispatch.

Visibility by unit

Record preparation and waiting conditions per container; sharing a storage area does not prove equal status.
