ATP is a United Nations agreement governing the international carriage of perishable foodstuffs and the equipment used for it, and its text changes at intervals. The amendments in force from 22 June 2024 were incorporated in the 2024 edition UNECE published in April 2024. The Secretary-General then notified that further amendments proposed in the 2023 and 2024 sessions were deemed accepted and entered into force on 25 August 2026 (C.N.100.2026). So the 2024 edition alone no longer counts as the latest text.

The agreement is between states. There is no single enforcing authority, roadside checks are carried out by the contracting parties and ATP itself prescribes no penalties.
