Franchise products may come from the centre while receipt and records sit with different teams. Define roles; this does not itself determine legal liability.
Build a responsibility table. Define product standards for the centre, receipt and storage checks for the store, and shipment records for the supplier. Name the record owner, sharing location and escalation role for each.
If local sourcing is allowed, specify who approves it and how lot details reach the centre. Use common receiving fields for every source.
Count missing records, delayed notifications and local-sourcing exceptions by store. Use them to find gaps in training or process. Legal liability depends separately on the contract and applicable rules.
