Do not determine PPWR scope only from a carrier being durable or returned. Packaging type, placement on the EU market and supply-chain role matter.
Clarify scope
Review with legal/compliance staff whether the item functions as packaging with a product, who places it on the market and which regulation article applies. Do not treat the label 'transport equipment' as automatic exemption or obligation.
Show the return system in operation
Document who collects empties, where inspection/washing or repair occurs and which route redistributes them. Link owner, location and process record at every step.
Track losses and reuse
Connect carrier identity, shipment, return, cleaning, repair and retirement records. Operational data alone does not prove regulatory compliance; verify required evidence article by article.
Verify dates and territorial scope
The regulation generally applies from 12 August 2026; some reuse targets and empty-space limits start in 2030. Verify the article for the item and role; do not treat it as Turkish law.
