In 2026 three channels support a cold store, each with its own conditions. The broadest is the Turkish Ministry of Agriculture and Forestry's Rural Development Investment Programme: Communiqué 2026/9, published in the Official Gazette on 3 April 2026, lists the cold store as a separate investment topic and accepts new-build, modernisation and completion projects.

Under KKYDP the base rate is 50%. According to Annex 2 of the communiqué, first-tier agricultural organisations, qualified young farmers and investments in organised agricultural zones receive 70%, while young or women entrepreneurs and projects sited in a village, small town or rural area receive 60%. Renewable energy and agricultural IT with automation each add five points, but the rate never exceeds 70%.
The timetable governs purchasing. No grant contract is signed with an applicant who has already started the investment, buildings and machinery acquired before the contract do not count even as an in-kind contribution, and all equipment must be new. The contract is signed by the last working day of November in the application year, and the project is completed by the end of June the following year. A bank guarantee of 3% of the eligible amount is lodged before signing, and the facility is monitored for five years after the final payment.
Cash flow has to be planned around that: spending comes out of the business first, payments go by bank transfer, and the grant follows documented expenditure. Anyone other than an agricultural organisation who received a ministry investment grant in the last two years cannot apply again.
