When a refrigerated body conversion is finished, the vehicle is ready to work, but the paperwork clock has only just started. Article 32 of Turkey's Highway Traffic Law requires every lawful change to be entered by the operator into the vehicle registration document and records within thirty days.
The provision that costs time is in the second paragraph: even after a properly executed modification, the vehicle is kept off the road until the change is documented as lawful and entered in the records at the registration authority. That is why the 1,000 lira fine is small next to the days the vehicle cannot run while the entry is pending.
One of the items missed in what a reefer really costs is the days a vehicle spends off the road over paperwork.
| Article 32, text of 12.02.2026 | Sanction |
|---|---|
| Lawful modification not registered within thirty days | 1,000 TL on the operator, off the road until entered |
| Change contrary to the legislation | 5,000 TL on the operator, off the road until compliant |
| Unlawful change producing disturbing noise | A further 16,000 TL on the driver, thirty days off the road |
| Mandatory rear or side underrun protection missing or non-compliant | 16,000 TL on the operator, off the road until compliant |
The last row matters when a body is replaced, because a new body can change the position and dimensions of the rear underrun guard. Article 34 of the law also makes a special inspection mandatory for a modified vehicle, and that inspection is carried out with priority. Under Article 8 of the AİTM regulation, the modification is entered in the records within the legal period on the basis of the serial modification or modification conformity certificate.
