“My shipment is chilled, so do I need ATP?” cannot be answered by temperature alone. The agreement’s scope, international nature of the route, product and equipment must be considered together.

Pre-dispatch check

Check in sequence: ATP status of route countries and whether carriage is in scope; match product category and vehicle or special-equipment class to current ATP definitions; if required, verify certificate, equipment marking, validity and vehicle match. If scope remains unclear at a border, seek written guidance from the competent transport authority.

Do not assign one penalty, trip-stoppage or rejection outcome to every vehicle or driver before applicability is established. Inspection and contract consequences depend on current route rules, buyer terms and the facts of the case.

An ATP certificate concerns equipment compliance; on its own it does not prove the temperature history of each shipment. Also monitor the product’s own conditions and shipment records for food safety.
