Before expanding the fleet, measure whether unit count is the actual bottleneck. Separate units in use, awaiting return, in cleaning and under repair on peak days.
Use shift and route records to calculate concurrent demand, return time and missed dispatches. Test how changes to cleaning, allocation or returns affect capacity.
Compare any remaining gap with purchase or rental costs. Use actual records for maintenance, spares, loss and storage, then document approval.
