If the monthly break count is zero, first verify which products and shipments the result covers. No conclusion can be drawn about unmonitored loads.
Report total and monitored shipments by product group, route and period. If the denominator changed, do not compare raw incident counts directly with the previous month.
Check instrument ID, battery and operation, calibration, sensor location and alarm settings against product instructions. Confirm data was downloaded, readable and reviewed by an owner.
If the report shows zero events, separately state loads outside coverage, data gaps and alarms not reviewed. This distinguishes limited measurement coverage from the observed process.
Document coverage and conditions; do not generalise the result to another season, product or route. Continue the monitoring plan even when no incident occurs.
