In a modification quotation the project fee is usually a single line, and nobody asks who stands behind it. Article 7 of the Regulation on Manufacture, Modification and Assembly of Vehicles (AITM) puts it in writing: for individual manufacture and modification, the application is made on the manufacturer's behalf by an authorised technical officer holding an authorisation from the Ministry or a body it appoints. That person is a technical staff member trained in type-approval matters and certified by examination. The project itself is prepared only by authorised technical officers trained in the disciplines listed for the vehicle group.

Vehicle groupDiscipline of the authorised technical officer preparing the project
Motor vehicles, trailers, motorcycles and mopedsMechanical, automotive, manufacturing, aircraft or mechatronics
Agricultural or forestry tractors and their trailersMechanical, automotive or agricultural machinery

For hybrid and electric vehicles the list does not end there: the signature of an authorised technical officer who is an electrical, electronics or electrical-electronics engineer is also required for the relevant parts of the project. The same bodywork job therefore needs two separate certified people, and finding the second one counts towards the timeline.

Choosing cold distribution in a standard van keeps this chain of signatures out of the picture, because no recorded property of the vehicle changes.

The quotation should show the names and certificate details of the signatories and the approval steps. The party answerable to the approval body is the manufacturer; by definition it needs to employ at least one contracted or permanent technical staff member and does not have to be directly involved in every stage of the work. These provisions were published in the Official Gazette of 26.10.2016 and remain in the consolidated text as amended up to 18.02.2025.
