The report is closed before departure: paragraph 6 of Article 40 of the Turkish road transport regulation, amended on 15 May 2025, requires the information to be entered into U-ETDS before the carriage begins. Who reports depends on the type of authorisation certificate.
| Certificate | U-ETDS goods reporting |
|---|---|
| C3, K1, K3, L1, L2, N1, N2 | On every carriage |
| C1, K2 | Only when the goods carried are dangerous goods |
A food producer carrying its own goods on own account under a K2 certificate has no such duty on an ordinary chilled shipment. Once the same business takes a K1 certificate to carry for others, reporting becomes mandatory on every carriage.
What goes into the system is the consignment-note information, apart from the transport charge, plus the consignor's and consignee's name or trade name, Turkish ID or tax number, and address. Article 69 of the regulation sanctions gaps with warning points: 20 for a carriage with no data sent, 10 where no goods data is entered, and 1 for each missing or wrong item.
The U-ETDS fields come from the consignment note and hold no temperature; proof of the cold chain stays in the measurement record. To show that both records belong to the same shipment, write the same shipment number on each.
How the two records are kept together is covered under GDP transport rules.
