The Turkish road transport regulation limits filling the return leg with a neighbour's load in three places. The first is the number of certificates: a vehicle is registered to one authorisation certificate only (Article 26). K2 is for own-account carriage of the holder's own goods without a commercial purpose; taking someone else's load for payment falls under K1. The decision is per plate, so part of a fleet can run under K2 and part under K1.
The second is contracted vehicles: the owner of a vehicle registered to another holder's certificate under contract cannot carry in their own name, and the certificate holder the vehicle is registered to receives 50 warning points (Article 40/2). The third is organisers: holders of R-type and organiser certificates cannot have C1 or K2 holders carry for them, and each party receives 20 warning points (40/11).
Whose vehicle small consignments end up in is covered under low-volume chilled shipments.
Warning points accumulate. When unremoved points reach 500 and are not brought below 500 by payment within 15 days of notification, activity under the certificate is temporarily suspended (Article 70/3, amendment of 15 May 2025). In a cold chain, the day activity stops is the day the goods stop.
