The Turkish Food Codex communiqué on quick-frozen foods (2014/47, Article 5) requires every point of the product to be at -18 °C or colder; in transport a brief rise may not exceed 3 °C. A bag is enough if it holds that limit from freezer exit until the product enters the recipient's freezer.
Five kilometres looks short, but the time that counts is not the driving time: waiting on the ramp, a motorcycle box in the sun and a zip opened at three drops all stretch it. According to WHO, a load with low thermal mass is the most sensitive; a half-full bag warms faster than a full one.
The decision comes from a trial run: on the hottest day, with the real load, the product at the last drop is measured. If it goes above -15 °C the route is shortened, or a rigid container is used, such as a GEBHARDT Isotec running on dry ice or -21 °C plates.
If hard pack corners keep rubbing the lining at the same spot, the layout is corrected; taping over a tear does not make the lining cleanable again.
