The P-type certificate was redefined by the 15/5/2025 amendment for those carrying on courier operations within a province or between adjoining districts of different provinces (Article 6/12); an intercity activity is not described. P1 is for operation within a province or between adjoining districts, P2 for operation in one or more provinces.
The duty for perishable food is a single sentence in Article 43/A(6): P1 and P2 holders must take the necessary measures where the consignment is perishable food, and the Ministry may issue further rules. The neighbouring paragraphs attach 5 or 10 warning points to a breach; this one has no figure. Returning an undeliverable consignment carries 10 points (paragraph 4), so for perishable food the return time also enters the temperature calculation.
How temperature is held all the way to the door is covered under temperature at the doorstep.
The content of the measure comes from food law. Article 13(7) of the Food Hygiene Regulation requires transport vehicles and containers, where necessary, to keep food at suitable temperatures and to allow those temperatures to be monitored; Article 18(5) requires that the cold chain is not broken. For a product with a storage temperature printed on its label, that label is the yardstick. Bag insulation, coolant and delivery time are tied together to the consignment ID.
