A specification copied from one catalogue can describe a feature list rather than the need. Separate the task, constraints and acceptance method so offers can be compared.

Describe the job

State the load, location, route, interfaces and operating conditions. Do not make details mandatory before confirming that they are needed.

Separate dimensions and performance

Give width, length and height limits needed to fit a vehicle, pallet or space. If claiming performance, specify conditions and measurement units too.

Specify evidence in advance

Explain which technical drawing, product document, sample or test record a bidder must provide and at what stage.

Define acceptance

Who checks delivery, which instrument or document is used, and how is a mismatch recorded? Include the measurement and decision steps.

Assess equivalence objectively

Review alternatives against the same performance and fit criteria. Name the evidence required for each clause; separately confirm procurement law for the relevant context.

Final review

Rewrite technical features that cannot be justified by function or a documented requirement. Check the text with both the requester and acceptance owner.
