Entry into force is the day the text legally exists, application is the day its rules start operating, and a target date is the day a given rate starts being required. Mixing them up leads either to needless haste or to being late.

The regulation does not bind a business in Türkiye directly. In an export chain the demand comes from the buyer, so label each condition as a legal provision or a buyer condition. At home, the deposit scheme for beverage packaging has run nationwide since 1 July 2026, independent of the EU calendar.
