Turkey's Emissions Trading System Regulation entered into force on 27 August 2026. Under Article 5 the system covers class B and class C installations running an Annex 1 activity; schools, hospitals and defence-industry sites are excluded.
| Class | Annual t CO2e | Obligation |
|---|---|---|
| A | Up to 50,000 | Verified report only |
| B | 50,000 - 500,000 | Permit, report, allowances |
| C | Above 500,000 | Permit, report, allowances |
Annex 1 lists combustion with a total rated thermal input of 20 MW or more, clinker, iron and steel, aluminium, glass, paper and ammonia production; an electrically powered warehouse and road transport are not on it. A food plant whose boiler house reaches 20 MW or more does fall under Annex 1, and if its emissions do not exceed 50,000 t it remains in class A.
Transitional Article 1 of Climate Law No. 7552 leaves the scope and length of the pilot to the Carbon Market Board. During the pilot, administrative fines are cut by 80 percent; the deadline for the emissions permit is 9 July 2028.
