The Regulation on the Control of Packaging Waste (Official Gazette 26.06.2021, no. 31523) defines who the placer on the market is: the person who packs or fills the product, the person who uses their name or trademark on the packaging, and, if the producer is abroad, its representative or the importer. Mark which definition you fall under at each step of the packaging flow.
| Role | Duty |
|---|---|
| Packaging producer (makes or imports) | Register in the Packaging Information System, supply information and documents, packaging that generates least waste (Article 9) |
| Supplier (supplies packaging to the placer or makes it on its behalf) | Register in the Packaging Information System, notify and declare (Articles 9 and 10) |
| Placer on the market | Register in the Packaging Information System, mark and label where required, GEKAP (Article 10) |
| Point of sale | Register and notify in the system; do not hand out goods of an unregistered placer (Article 11) |
For GEKAP the placer on the market or importer files a declaration and pays on the unit rates in the Environment Law's annex-1 list. The rates are updated every year, so read the list for the declaration period. Classifying products and recording them by count or weight is part of the duty, and the data are kept for at least five years. Exported products are outside its scope.
Tie the record to the product code: packaging type, material, unit weight and count, who it came from and in which country it is placed on the market. For exports the packaging rules of the destination country apply separately; the Turkish duty does not replace them.
