When two upfitter quotations are set side by side, the difference is usually looked for in the price. Yet the Turkish regulation on the manufacture, modification and assembly of vehicles asks for different documents depending on the work, so two quotations sometimes do not describe the same scope.
| Work being done | Approval certificate | Quality system (Article 10) |
|---|---|---|
| Individual modification, a separate application per vehicle | AITM individual vehicle conformity certificate | Article 10 lists serial work |
| Serial modification, modification kits | AITM serial modification type approval certificate per vehicle type | ISO/TS 16949 certificate or a quality system conforming to TS EN ISO 9001; without a certificate, information and documents showing the system |
In a comparison of the three routes, this list of documents is the hidden cost item on the conversion route.
The third document belongs to a person. For individual manufacture and modification, the approval application is made on the manufacturer's behalf by an authorised technical officer who holds an authorisation certificate; projects are prepared by authorised technical officers trained in mechanical, automotive, manufacturing, aircraft or mechatronic engineering (Article 7). The quotation should name this person and state the division of work if a subcontractor is involved, because the party answerable to the approval body is the manufacturer (Article 4/r).
The approval fee can be requested as its own item: the body that carries out the approval sets reasonable fees that do not strain market conditions and obtains the Ministry's approval for them (Article 6/5). The regulation also lets the approval body refuse a certificate to a vehicle that complies with the provisions but presents a serious danger to road safety (Article 6/2), so an unusual solution is discussed at the start of the project.
